Two discounts are easy to miss and worth their own line: New Mexico residents on SNAP get a 25% discount on NMDOW licenses, and resident active-duty military and veterans get a 50% discount on licenses, permits, and stamps (this does not apply to vendor fees or the Disabled Veteran license). Does HMAV cover Forest Service or BLM waters?
No. HMAV and the Habitat Stamp are separate charges — NMDOW treats them as two distinct validations, and the Habitat Stamp does not replace HMAV or vice versa.
What changes at age 70 for a resident?
Residents 70+ move to a free annual fishing license with no Habitat Stamp, HMAV, or Second Rod Validation required. Ages 65–69 stay on the reduced $8 senior annual, which still needs HMAV and the Habitat Stamp if fishing USFS/BLM land.
