New York splits recreational fishing into two separate credentials: a freshwater fishing license for lakes and rivers, and a no-fee Recreational Marine Fishing Registry for saltwater and migratory sea fish. Buying only one when your trip needs both is the single most common mistake anglers make.

• Lobster, crab, clam, mussel, scallop, oyster harvesting: neither the freshwater license nor the marine registry is required; lobstering needs a separate $10 resident-only state permit instead.
• Party/charter boat passengers and NY-licensed party/charter boat owners: exempt from the marine registry.
• Anglers under 16: no freshwater license needed; the registry is only required from age 16 up.

Short-Visit and Border-Water Pitfalls

• 1-day vs. 7-day: the 1-day freshwater license ($5 resident/$10 nonresident) suits a single outing; the 7-day ($12/$28) covers a short trip without paying for a full annual.
• Border waters are not automatically covered. A New York freshwater license does not let you fish the non-NY portion of Lake Ontario, Lake Erie, the St. Lawrence River, or the Niagara River. It does cover the Delaware River/West Branch Delaware border with Pennsylvania, and covers Greenwood Lake (NJ) and Indian Lake (CT) from boat or ice only. Lake Champlain uses a separate reciprocal license.
• Marine registry reciprocity: a NY marine registry covers federal waters (3–200 miles offshore) and Connecticut/Rhode Island marine waters, but not New Jersey waters — you’d need NJ’s own Saltwater Recreational Registry there. Conversely, CT and RI license holders don’t need to re-register in NY, but NJ anglers do.
• Tuna and lobster aren’t covered by the registry alone — tuna fishing needs an added NOAA highly migratory species permit, and lobstering needs the separate $10 state permit.
