Virginia Fishing License 2026: Fees, Freshwater/Saltwater/Trout Rules & the New DWR Fee Hike
Virginia 2026 fishing license costs, freshwater/saltwater/trout rules, senior options, official DWR links, and the just-approved fee hike explained.
Virginia is not a one-card fishing state. Freshwater, saltwater, and fresh/saltwater combo licenses sit on separate rows, and designated stocked-trout waters can require a trout license on top of your freshwater or combo license during the October 1–June 15 stocked-trout season.
Age and residency rules also split by water type. Anglers under 16 (resident or nonresident) are exempt from paid freshwater, trout, and saltwater license rows. Resident anglers 65+ keep a paid $9 annual freshwater option, while saltwater anglers 65+ skip the paid saltwater license but must still complete no-cost FIP registration — unless they buy the optional $5 lifetime saltwater license instead.
Time-sensitive: On August 20, 2026, the Virginia Board of Wildlife Resources approved the first broad fee increase for hunting, fishing, and trapping licenses in 14 years, to help close a funding gap and repay a $6.9 million loan. As of this writing, the new prices have not yet been loaded into Go Outdoors Virginia’s checkout, and no public effective date has been posted. Treat every price below as a planning figure and reconfirm the live total before you pay.
Virginia Inland, Saltwater, and Age Rules
| Topic | What to check |
|---|---|
| Water type first | Freshwater, saltwater, and combo products are separate Virginia choices, sold on different rows. |
| Stocked trout waters | Designated stocked-trout waters require a separate trout license, Oct 1–June 15, on top of your freshwater or combo license. |
| Under 16 exemption | Residents and nonresidents under 16 are exempt from paid freshwater, trout, and saltwater products. |
| Senior freshwater | Residents 65+ keep a paid $9/year freshwater license — this line is not part of the 2026 fee increase. |
| Senior saltwater | Residents 65+ skip the paid saltwater license but need free VMRC FIP registration, or the $5 optional lifetime saltwater license. |
| Saltwater is separate authority | Saltwater and tidal-boat fees are set by VMRC, not the DWR board — the August 2026 DWR vote does not touch saltwater prices. |

FAQs
Does Virginia have separate freshwater and saltwater licenses?
Yes. Freshwater, saltwater, and combo products are sold as three distinct license rows, and only the combo row covers both water types on one purchase.
Does a Virginia trout license replace the freshwater license?
No. The stocked-trout license is an add-on required only in designated stocked-trout waters between October 1 and June 15. It does not substitute for the freshwater or combo license.
Do Virginia seniors 65+ get all fishing free?
No. Residents 65+ still pay $9/year for freshwater fishing. On the saltwater side, they skip the paid license but must register in the no-cost VMRC Fisherman Identification Program, or buy the optional $5 lifetime saltwater license instead.
Can the 5-day fresh/saltwater license cover stocked trout?
No. The 5-day combo license explicitly excludes designated stocked-trout waters; anglers still need the separate trout license there.
Are the 2026 prices in this article final?
The prices listed above reflect the fee table live on the DWR website plus the fee increase the Board approved on August 20, 2026. DWR has not yet published an effective date or updated Go Outdoors Virginia’s checkout, so confirm your final total there before paying.
